The Department of Trade & Commerce, Government of Arunachal Pradesh, has developed a robust Planning, Monitoring & Evaluation framework to guide the State’s trade and export growth. This system ensures that policies are not only well-conceived but also effectively implemented, regularly monitored, and continuously improved to match global trade dynamics.

The PME framework enables data-driven decision making, transparency, and accountability, while aligning state-level strategies with the Foreign Trade Policy of India and international best practices.

Core Components

 

1. State Export Strategy (SES)

  • A long-term roadmap identifying priority sectors, potential markets, and investment needs.

  • Focuses on high-value sectors such as horticulture, handicrafts, handlooms, plantation crops, and border trade.

  • Integrates with India’s Act East Policy to leverage Arunachal Pradesh’s strategic location.

2. District Export Action Plans (DEAPs)

  • Each district is being developed as a distinct export hub.

  • Local products (e.g., oranges, ginger, large cardamom, bamboo, rubber) are mapped and linked to export markets.

  • DEAPs provide a bottom-up approach, ensuring grassroots-level participation.

3. Export Management Information System (MIS)

  • A web-enabled portal that serves as the single source of truth for export data.

  • Features include:

    • Product Directory – details of exportable products, clusters, and producers.

    • Buyer Directory – verified global buyers and trade partners.

    • Documentation Support – customs clearance, certifications, and compliance guidelines.

    • Performance Dashboard – real-time trade data by district and sector.

    • Financial Assistance Tracker – monitoring incentives, subsidies, and support schemes.

4. Monitoring Mechanisms

  • Regular review by the State Export Promotion Committee (SEPC).

  • District-level monitoring through District Export Promotion Committees (DEPCs).

  • Quarterly reviews with exporters, SHGs, and entrepreneurs to track challenges.

  • Digital dashboards for real-time progress assessment.

5. Evaluation Framework

  • Independent evaluations to measure impact of policies and schemes.

  • Analysis of export growth against targets and global benchmarks.

  • Feedback loop for revising strategies, ensuring adaptability to changing markets.
